Connection Study Agreement (CSA)

Do you want to become a connected party? And did you already submit an Expression of Interest (EOI) and a Non-Disclosure Agreement (NDA)? Then the next step is to sign a Connection Study Agreement (CSA). In the CSA, we agree to work together towards concluding a binding connection agreement and building the connection. Valve Study Agreement

If you want to have a connection set-up developed, the first step is to sign a Valve Study Agreement (VSA). This VSA will cover Hynetwork’s studies in relation to the connection set-up, and it will also constitute our agreement with you to work towards an agreement for implementation of the connection set-up, known as a Valve Investment Agreement (VIA). The VSA can be requested by industrial parties, but also by third parties such as local and provincial authorities, port authorities and network operators. We refer to the contract party with whom the VSA is entered into as the “Valve Party” and this process ends with the implementation of the connection set-up.

Actual customer connections follow the CSA “Connected Party” process, as described in the image entitled “How to become a customer?”.

Investment Agreement

If you want to take the next step after the CSA and enter into a binding connection agreement, the next step is to sign an Investment Agreement (IA). In the IA, we agree with you what we will implement and how we will implement the connection. If you are interested in an IA, please email us at: [email protected].

Valve Investment Agreement

If you want to work towards an agreement for implementation of a connection set-up following the VSA, the next step is to sign a Valve Investment Agreement (VIA). As a connected party, you also have the option of first signing a Valve Investment Agreement (VIA) after the CSA. In the VIA, we agree with you to implement a set-up. General transport and connection conditions

In late 2022, Hynetwork and the representative organisations for network users VEMW (end users) and Energie-Nederland (producers and shippers) launched a ‘trialogue table’ with the aim of formulating a balanced set of rights and obligations for the network operator and network users. The Ministry of Climate Policy and Green Growth and ACM were also involved. The first set of general conditions (version 1.0) was published in late 2023. Following extensive consultations in 2025 and 2026, which also saw NLHydrogen getting involved, version 2.0 was developed. This version incorporates the latest insights and the technical annexes. Over the next couple of years, we will continue to coordinate with partners to fine-tune the conditions and prepare for the codification process.
