“Conditions for accession to the hydrogen transport network, Ministry of Climate and Green Growth” published in the Staatscourant
On 19 December 2025, a notice was published in ‘de Staatscourant’ regarding the conditions for accession to the hydrogen transport network. This publication includes:
Tariff
Tariffs are indexed annually. Based on the application of this price index, the tariff for 2026 amounts to € 48.71 per kW per year, excluding VAT (€ 24.36/kW/year for entry and € 24.36/kW/year for exit).
The transport tariff also covers the costs associated with hydrogen transport and the necessary support services. Hynetwork must charge cost-covering tariffs for the provision of additional services and connection services, including a reasonable return on invested capital.
Stable tariffs
In the parliamentary letter “Transport network for hydrogen and distribution networks” dated 18 December 2025, the minister indicated that the application of intertemporal cost allocation would be investigated with the Authority for Consumers & Markets (ACM) to ensure that tariffs remain stable and affordable. In spring 2026, the results of this investigation will provide insight into whether—and if so under what conditions—intertemporal cost allocation is feasible. The Cabinet will inform Parliament on this matter before summer 2026.
