Several questions were related to the (re) use of natural gas infrastructure and capacity of the national hydrogen network. The HyWay 27 report provides more insight.

Some questions were on the relationship with private networks. According to the proposed European legislation, in principle any party can become a Hydrogen Network Operator (HNO). This does mean that this party must meet the unbundling requirements. There are a number of exemption grounds for this, which are now being worked out by the European Commission.

Regarding Quality and Specifications we refer to the indicative specifications that are currently being consulted by The Ministry of Economic Affairs and Climate Policy (EZK). As soon as EZK has set these specifications Hynetwork Services will apply them as the basis for our national hydrogen network.

We also received several questions regarding storage, co-mingling, certification and off-shore H2 infrastructure. Hynetwork Services is realizing hydrogen pipelines. Other subsidiaries of Gasunie and market parties are working on other hydrogen activities and should be contacted for the latest information on these topics. For example, Hynetwork Services is working on a matchmaking platform, as elaborated on by Eddie Lycklama a Nijeholt during the webinar, to facilitate the connection between hydrogen supply and demand.

Several questions were addressed to The Ministry of Economic Affairs and Climate Policy (EZK). These questions were answered in part live by Gijs Kreeft during the webinar. The letter to Parliament on the national hydrogen network, expected in May, will provide additional clarity on many of these points and questions.

Several parties asked questions regarding the procurement process or the possibilities for third-party contractors to participate in the realization of the national hydrogen network. Hynetwork Services will for example look at the ways to realize the “first fill” of Hydrogen in the network. The procurement process of Gasunie will also apply to Hynetwork Services.

The contracts are set up so that each Party shall act reasonable and prudent, on a non-discrimination and third party access basis. The contracts that are available for consultation are set up specifically for the Hynetwork Services transport system. We received several questions regarding subjects that are addressed in the contracts that are currently open for consultation. Mainly on the balancing regime, measuring and treating H2 leakages, liabilities and amendments. In the contracts we have added several “Notes to Shippers” (as well in the main text as in the footers) to inform and elaborate a bit more on the principles that we still need to further detail. This also applies to the Annexes. The Annexes are in development. As soon as we have more information about the availability of Annexes we will inform via our website (www.hynetwork.nl).
