Transport tariff for the national hydrogen network

2026 transport tariff
For 2026, the transport tariff set by the Ministry of Climate Policy and Green Growth is € 48.71 per kW per year, excluding VAT. The tariffs for hydrogen feed-in and offtake are the same, meaning that the tariff for entry is € 24.36 per kW per year and the tariff for exit is € 24.36 per kW per year.
The transport tariff is annually indexed based on the relative change to the consumer price index for all households, calculated using the quotient of this price index published in the 10th month prior to year t (the reference year) and this price index published in the 22nd month prior to year t, as set every month by Statistics Netherlands.
This transport tariff is based on EUR/kWh/hour/year [= EUR/kW/year], with the higher heating value (HHV) being used. As a result, 1 kg of hydrogen holds about 142 MJ of energy, which is equivalent to about 39.4 kWh.
Future transport tariff
The hydrogen transport tariffs are expected to be regulated by the Netherlands Authority for Consumers and Markets (ACM) by 2033 at the latest. Until these tariffs are actually regulated, the tariff set by the Ministry of Climate Policy and Green Growth will remain in effect. From the moment the tariffs are regulated, they will depend on the booked capacity of the transmission network (and therefore on how the market develops), the costs of the network, and the implementation of tariff regulation by regulatory authority ACM.
To prevent the tariffs from rising when tariff regulation starts, Hynetwork is negotiating with the Ministry of Climate Policy and Green Growth and ACM about spreading out the costs of the hydrogen transmission networks in the transport tariffs over time (intertemporal cost allocation and amortisation). In this way we want to ensure that the regulation, financing and pricing of the hydrogen network contribute to kick-starting the hydrogen market and match current and future market developments as closely as possible.
